Is it possible to replace or implant fingers on foot?

My Sister lost the upper part of 2 fingers of her foot on an accident when she was a kid. Is there any ways to replace or implant those fingers on her foot. If it's possible then which country is best for this type of cosmetics operation. I am from Bangladesh and a suggestion would be very helpful. Thanks in advance and sorry for my bad English.
