Is it best to have your memory frequency faster than cpu or even with cpu?

If your memory is faster than your cpu then you would run into a bottleneck where your cpu would slow down your system. Think about it if your memory completes its' calculation and send the info back to the cpu then it will complete several cycles and then have to wait on the cpu before it does any more calculations.
